A county ordinance regulates the construction, 修改, 修复, and location of on-site sewage systems in Cape Girardeau County. 的 Cape Girardeau County Ordinance was adopted by the Cape Girardeau County Commissioners on October 30, 2003 and applies to: all properties generating 3,000 gallons or less of wastewater each day, except where the Missouri Department of Natural 资源 may have precedence.
的 ordinance adopts Missouri State Law and Department of Health Regulations Governing On-Site Septic Systems, and requires a permit and inspection by an 环境 Public Health Specialist.

的 following procedure applies to obtain a permit for construction of a new septic system or 修复 of an existing system in Cape Girardeau County.
Step 1: 许可证 Fee - $125.00
许可证 fee is paid to the Cape Girardeau County Public Health Center, in the form of cash or money order, and is non-退款able. 许可证 expires one year from the date of application. Property owner’s name and site address must be provided. Septic system must be installed by a STATE LICENSED INSTALLER who also holds a Cape Girardeau County license.
Step 2: Specialist Assignment
Upon receipt of the permit fee and required information, an 现场污水 Treatment and Disposal System Construction Application will be distributed to the applicant/installer, 和一个 环境 Public Health Specialist will be assigned to monitor construction and offer technical assistance.
Step 3: Construction Application
Return the completed application together with a Soil Morphology Report or Perc测试 to the Cape Girardeau County Public Health Center. 的 completed paperwork shall be submitted before a site visit is scheduled and in adequate time (minimum 24 hours) to allow the 环境 Public Health Specialist an opportunity to review.
Step 4: Construction 许可证
After the application and appropriate documents have been reviewed by the 环境 Public Health Specialist, and after a satisfactory site visit, the 环境 Public Health Specialist will issue the 许可证 for Construction.
NO CONSTRUCTION WORK may start on the proposed septic system UNTIL the PERMIT FOR CONSTRUCTION has been issued.
Step 5: Construction
的 installer or homeowner shall contact the 环境 Public Health Specialist BEFORE construction begins, in order to give the 环境 Public Health Specialist an opportunity to inspect during construction.
Step 6: Final Inspection
Upon completion of the septic system, the 环境 Public Health Specialist will forward to the homeowner or installer a final inspection form.

的 Cape Girardeau County Public Health Center's 现场污水 许可证 and 费政策 states the following:
- No out of state checks will be accepted for septic permit application fees.
- 的 permit application fee is non-退款able, non-transferable, and non-交换able. In the event there is a change of installer or a monetary dispute of any kind involving installers and the property owner, the Cape Girardeau County Public Health Center assumes NO RESPONSIBILITY and will not transfer, 退款, or 交换 the permit application fee. Any monetary differences, 交换, or reimbursement of funds shall be strictly between the homeowner and the installers.
- In the event there is a change of installer AFTER the Cape Girardeau County 环境 Public Health Specialist has issued the 许可证 for Construction, the ORIGINAL construction permit will become NULL and VOID, and the 环境 Public Health Specialist will issue a DUPLICATE 许可证 for Construction for the same site address.
- If, for any reason, no 许可证 for Construction is issued by a Cape Girardeau County Public Health Specialist within one year after purchase of application for permit and payment of septic permit fee, the application expires and becomes null and void, and the application permit fee is relinquished to the Cape Girardeau County Public Health Center.
